The first-time homebuyer tax credit of up to $8,000 was part of this year’s stimulus package. Time to qualify for the credit is running out.

Specifically, unless Congress extends the deadline, you must complete the purchase of the home by November 30th. That may sound like a good ways off. But when you consider that it can easily take two months to get through the entire home-buying process — find a house, make an accepted offer, pull together the money and documentation you’ll need for a mortgage, appraisal, title insurance and closing — anyone who hasn’t already begun will have to move quickly to squeeze under the November 30th wire. A new federal law beginning April 2010 will require all contractors performing renovation, repair and painting projects that disturb lead-based paint in private homes, childcare facilities, and schools (built prior to 1978) to be certified in the prevention of lead contamination.

According to the Environmental Protection Agency’s (EPA) document titled What You Need to Know About Lead Poisoning, “Despite laws established in the 1970s to make people aware of the dangers of lead and its poisonous effects, lead poisoning in children remains a common, yet preventable, environmental health problem in the United States.” Heavily-leaded paint is in about two-thirds of homes built prior to 1940 and one-half of homes built from 1940 to 1960, according to the US Consumer Product Safety Commission (CPSC). “Some homes built after 1960 also contain heavily-leaded paint.”

The CPSC recommends that any homes constructed before the 1980s be tested for lead before renovating. Whether you’re a buyer who suffered a foreclosure not long ago or you’re a long-time renter interested in becoming a homeowner, the lease-to-own option may be good for you.

Wendy Patton, author of Rent to Buy, due out this month, talks about how to find the rent-to-buy properties and why potential buyers should research not only the property but the seller as well.

Patton recommends looking through Craigslist or the newspaper to find the properties. “I just call up owners [of properties for rent] and talk to them about their home,” says Patton. She says your real estate agent can help with this process. Patton finds that many landlords whose properties are for rent actually would consider selling. (more…)

When the federal government announced half a billion dollars in grants last week to help develop wind-energy projects, more than a few land investors and farm owners around the country probably picked up the sweet scent of cash. That’s because wind farming is the hot new sideline source of income shaping up for potentially thousands of landowners whose acreage happens to be in the right place. Wind projects are high on the Obama administration’s list of renewable energy to encourage — even subsidize — in the coming two decades.

Wind energy generation companies are on the prowl for acreage where they can install turbines, ideally in locations that have average year-round wind speeds of eleven to thirteen miles per hour. If the acreage also happens to be in the general vicinity of existing high-power electrical transmission lines, and not too remote from population centers, that’s all the better. (more…)
