The current home prices are at their lowest for the last 9 years. The reasons behind are weak sales and increasing foreclosures. During the last month, the number of sales of occupied homes fell to an adjusted annual rate of 4.88 million which is down from 5.4 million in January, 2011 – a decrease of around 9.6%. According to economists, a healthy housing market should have a rate of 6 million homes per year; but the current pace is much below this average.
Short sales and foreclosures make forty percent of the total sales made during the last month i.e. February, 2011.
Average sales price fell by 5.2% i.e. 156,100 USD. This is the lowest price level since April, 2002.
This is not a healthy market for builders because the average price of a new home is only 45% higher than the average price of an old house. This difference should only be around 15%. This situation indicates that the prices of old houses are affordable and cheap.
According to NAR, a healthy level of first time home buyers should be 40% whereas 34% of the housing market is now consist of first-time home-buyers.
Every one out of three sales was made in cash i.e. 1/3 of all sales. This rate is two times higher than what it was a year ago. In more troubled housing markets, cash sales were 50% of the total sales.
There was no consistency in the sales of homes throughout the country. In areas where prices dropped, there was an increased trend of sales.
In February, 2011, the number of unsold homes saw an increase and it became 3.49 million. Considering the sales rate in February, 2011, this supply of homes will take 8.6 months to be off the market.
If we take into consideration the “shadow inventory” of unsold houses, the situation will appear worse. Here shadow inventory is the inventory of houses that are in early phase the foreclosure process and are not yet in market.

HARP was launched in March 2009 to in order to facilitate distressed homeowners and borrowers. It provides the borrowers with an option to refinance mortgage loans. This program is administered by Freddie Mac and Fannie Mae. It was planned to expire on 30 June, 2011.
But the last Friday, FHFA (Federal Housing Finance Agency) announced that the Home Affordable Refinance Program (HARP) had been extended for one year. Now, it will expire on 30 June, 2012.
